<p>PURPOSE:To reduce distortion of a moving interpolation picture by applying weight sum adaptively to a moving correction field interpolation signal and a moving field interpolation signal together with selection so as to correct the movement of a signal from which no moving vector is detected. CONSTITUTION:When an interpolated block or an interpolated picture element satisfies a prescribed condition in a moving vector detection circuit 3, it is discriminated that no moving vector 23 is detected, an averaged moving vector resulting from averaging moving vectors 23 around the interpolated block or the interpolated picture element whose magnitude exceeds a threshold level B (B is an integer including 0) is used as the moving vector of the interpolated block or the interpolated picture element to obtain a moving correction field interpolation signal 31. Then weight sum processing 12 including adaptive changeover is applied to the signal 31 and interpolation signal 32 of motion phi to correct the movement of a signal in which no moving vector 23 is detected. Thus, a picture whose distortion is reduced is obtained.</p> |
