摘要 <p>PURPOSE:To improve the coding efficiency by multiplying a coefficient corresponding to a frequency component with a conversion coefficient of a preceding frame read from a frame memory and applying the generated coefficient to an inter-frame subtraction section and an inter-frame adder section. CONSTITUTION:A prediction correction section 10 multiplies a coefficient K corresponding to a frequency component with a conversion coefficient 13 of a preceding frame to generate a conversion coefficient 19 based on the conversion coefficient of the preceding frame, and the conversion coefficient 13 is fed an inter-frame subtraction section 3 and an inter-frame adder section 7. The coefficient K is selected in a range of 0<=K<=1 and the coefficient K is a larger value closer to 1 when the frequency component has a high inter-frame correlation and the coefficient K is a smaller value closer to 0 when the frequency component has a low inter-frame correlation thereby adjusting the rate of inter-frame prediction depending on the frequency component of the picture signal. Thus, the coding suitable for the characteristic of the frequency region of the picture signal is implemented to further enhance the coding efficiency.</p>
