PURPOSE:To decentralize the encipherment processing by setting master keys of the same contents to master key holding circuits of each function device in the enciphered data processing system. CONSTITUTION:With respect to each function device 10, 35 which necessitates to execute an encipherment processing, processing circuits 12, 13 and 32 for executing the processings of encipherment and decoding are provided, and they are allowed to have an encipherment function, respectively. In this case, in order to execute the management of encipherment keys by unifying it, master key holding circuits 14, 15 and 33 are provided so that master keys of the same contents can be held in each function device having the encipherment function, and the master keys set to the master key holding circuits 14, 15 and 33 are set to the same value.
