A resin having both an acidic and a basic functional group is dissolved in an aqueous medium by neutralizing the acidic functional group with a basic compound and a pigment is dispersed in the aqueous medium by the action of the resin. To improve the dispersibility of the pigment and dispersion stability and coated film performance, a pKb value of the basic functional group of the resin is equal to or less than a pK b value of the basic compound.
