PURPOSE:To decrease an error of a code quantity prediction value by controlling data read out of a storage means so as not include a border of blocks. CONSTITUTION:A storage means 1 stores a picture data. A product sum arithmetic means 2 multiplies data comprising plural picture elements read out of the storage means 1 with a corresponding operator comprising plural prescribed coefficients and sums the result of multiplication. Then an address selection means 5 selects an address of the data read out of the storage means 1 so that the order of blocks comprising prescribed picture elements is not included in the data read out of the storage means 1.
