PURPOSE:To prevent the quality of pictures or sounds from degradation caused by increasing the delay between end-to-end by decreasing the amount of traffic to be sent from a self-terminal when the amount of traffic to be sent from the self-terminal is more than a fixed value and simultaneously the amount of traffic on LAN is more than a fixed value. CONSTITUTION:A traffic measuring means 11 always measures the amount of traffic sent from the self-terminal and the amount of traffic on the LAN and announces measured results to a traffic control means 12. The traffic control means 12 analyzes the results of measuring the traffic and when the amount of traffic sent from the self-terminal is more than the threshold value and the amount of traffic on the LAN is more than the threshold value, the means 12 judges it is necessary to decrease the amount of information to be sent from the self-terminal. Then, it is instructed to a picture codec part 7 and a sound codec part 8 to decrease the amount of information to be sent. The picture codec part 7 decreases the upper limit value of the information amount to be sent and the sound codec part 8 decreases the information amount of be sent. Thus, the quality of pictures and sounds can be prevented from degradation caused by increasing the delay between end-to-end.
