PURPOSE:To efficiently execute a loading test by efficiently applying a load to a packet exchange to be tested by means of a loadging test device in accordance with the processing capability (transmission speed and data volume) of the packet exchange. CONSTITUTION:At the time of receiving a packet, whether a sent line is a line connected to a terminal 5 or a line connected to the exchange 6 to be tested is analyzed, and in the case of the circuit connected to the terminal 5, a part of the data of the packet concerned is cut out to form a short packet, then, input protocol processing for checking whether the classification of the packet, a logical channel number, a serial number, etc., coincide with that of a prescribed protocol or not is executed and then the output line of the packet concerned is determined by referring to a routining table. In the case of the line connected to the exchange 6, dummy data with a prescribed size are added to the data part of the packet concerned to form a long packet and the relevant long packet is sent to its output line concerned.
