Vaginal delivery systems which adhere to the vaginal surfaces and release an active agent in a controlled manner over at least 3 hr. comprise liq. or semi-solid adjacent unit cells having common lipoidal external phases, non-lipoidal internal phases and emulsifiers. Specifically the compsns. are emulsions, emulsion/dispersions, double emulsions, suspensions within emulsions, or mixts.. Pref. the active agent is Nonoxynol-9, nystatin or a pH buffer and is present in the non-lipoidal phase, which comprises H2O and/or glycerol. The non-lipoidal phase makes up at least 70, pref. more than 75% of the total vol.. The lipoidal phase may comprise a mineral or vegetable oil.
