The non-volatile storage system stores the counter's count by changing the programming of a non-volatile data memory (15). New counts are entered in the data memory by deleting old counts. Storage cells in a non-volatile control memory (16) are writteninto or deleted between the steps needed to reprogram the data memory. The control memory provides the logical states from which the information needed to terminate interrupted reprogramming is derived. This terminating information is obtained by logically or arithmetically combining data in the data memory. Reprogramming occurs only after the counter contents have changed a given number of times.
