摘要 PURPOSE:To improve the compressibility of a video signal while suppressing the visual degradation of picture quality by switching a quantizing step size corresponding to the size of a motion vector. CONSTITUTION:A picture information transmission system 21 is composed of an encoder 21A and a decoder 21B. In such a case, former frame data S23 is compared with current frame data S25 and the motion vector is detected. Based on the size of the motion vector, the quantizing step size is switched. By enlarging the quantizing step size when the size of the motion vector is enlarged, the picture quality can be changed in real time corresponding to the movement of a picture. Thus, while suppressing the visual change of the picture quality, the compressibility of the video signal can be improved.
