This device is characterised in that it includes means (4) for spraying a layer of binder onto the ground, means (5) for storing rolls of fibres in the form of strands of yarn, means (6) for guiding the said strands towards means (7) for cutting these fibres and means (8) for guiding these cut fibres towards means (9) for dispersing these cut fibres onto the layer of binder sprayed onto the ground. Applications: construction or repair, especially for roads and traffic lanes.
