The device comprises a toothed wheel (5) on which the folds of a film (10) are preformed, optionally by using a second toothed wheel (31) and a vacuum holding device, after which the preformed folds are transferred either directly or via a fold compacting machine onto a fold grouping wheel (13) where they are flattened and fixed to form a folded film (23). The toothed wheels (5, 31) and the fold compacting wheel and/or the fold grouping wheel (13) can be arranged to leave fold-free areas at regular intervals.
