PURPOSE:To safely and readily obtain the subject compound in high purity and yield by oxidizing an alkenyl group-substituted beta-lactam derivative as a raw material using an oxidizing agent of a specific combination of a ruthenium catalyst, etc., and periodic acid. CONSTITUTION:An alkenyl group-substituted beta-lactam derivative expressed by formula I (R<1> is H, 1-4C alkyl or 1-4C haloalkyl; R<2> is H, 1-4C alkyl or phenyl; A is formula II, III or IV; R<3> is amino; R<4> is H or protecting group of carboxylic acid; R<5> and R<6> are hydroxyl group, etc., or both together represent = O or formula V; R<7> is H, 1-4C alkyl, etc.; Y is H, halogen, etc.; Y is SO2Ar, etc.; Ar is aryl, etc.) as a raw material is oxidized with periodic acid or a salt thereof in the presence of a ruthenium catalyst or rhenium catalyst to afford a compound expressed by formula VI.
