PURPOSE:To take mutual timewise synchronization with a line in a network by allowing a routine time processing section to execute routine time processing when the time information changes to its own station and an opposite station or a time synchronization timer started at the detection of a time change of its own station expires. CONSTITUTION:A packet exchange 1a superimposes time information based on recording of a time information transmission section 10 onto a packet 20 sent from a terminal equipment 2a to generate an inter-station packet 28 at the communication between terminal equipments 2a and 2b and sends the result to a packet exchange 1b. Upon the receipt of the inter-station packet 28 before a time synchronization timer 12 expires, the packet exchange 1b transfers the set time information to an opposite time monitor section 11, where the time information is compared with preceding time information recorded in the said opposite station to detect a time change. The time synchronization timer 12 stops time count at the point of time of detecting a time change of the opposite station by the opposite time monitor section 11.
