<p>PURPOSE:To improve the resolution of a reproduced original picture regarded being almost at a standstill by applying subsampling to a high frequency component of a video signal to cause band compression and sending the result when the original picture is consecutively at a standstill over a prescribed number of fields. CONSTITUTION:A detection circuit 26 integrates a moving control signal MC 1 as to all picture elements of a full pattern for each field period and generates a still signal ST whose level goes to a high level 1 when the integration value is smaller than a prescribed value and the full pattern is regarded to be at a standstill and whose level goes to a low level 0 when the full pattern is not regarded to be at a standstill. When the original picture is continuously at a standstill over prescribed number of fields, the high frequency component is sent while being subject to band compression with sequential subsamapling together with a video signal whose high frequency component of the original picture is eliminated. Thus, the resolution of a reproduced picture of the original picture regarded to be almost at a standstill is improved.</p> |
