A compound of the formula: wherein Q<1> is CH or N; R is H or C1-C5 alkyl; X is H, halogen, CF3 , or NO2; Y is H or halogen; Z is -O- or -NH-; A is wherein Q<2>, and Q<3> are each CH or N; R<1> and R<2> are each H, C1-C5 alkyl, C1-C5 alkoxy, or C1-C5 alkoxycarbonyl; R<3>, R<4>, and R<5> are each H or C1-C5 alkyl; R<6> is H, halogen, or C1-C5 alkyl; R<7>, R<8>, R<9>, and R<1><0> are each H or C1-C5 alkyl; R<1><1> is H, C1-C5 alkyl, C1-C5 alkoxy, C2-C6 alkenyl, C6-C10 aryl, C7-C15 aryloxyalkyl, or C7-C15 aralkyl; R<1><2> and R<1><3> are each H or C1-C5 alkyl; R<1><4> is C1-C5 alkyl, C2-C6 alkenyl, C5-C10 aryl, or C7-C15 aralkyl; or R<1><3> and R<1><4>. taken together form C3-C4 alkylene, V<1> and V<2> are each H, halogen, NO2 , CN, or CF3; V<3> is halogen or CF3; W<1> is -O- or -NH-; W<2> is -(CH2)n- wherein n is 0 or 1, or CO; X<1> is halogen, or a salt thereof, which is effective as a herbicidal agent.
