The device comprises an operating member (1) having a magnetic band (2), a bag (3) housing inner heating/cooling elements and having air-compression band (4) on it outer side; an air compressor (11) for supplying air to the band (4) via pressurized tank (12) and switching relay (R1) connected with pulse-wave generating electromagnetic valve (V1); control bos (13) for controlling the compressor (11); low-pressure switch (P1), high-pressure switch (P2), electromagnetic valve (V2), which are mounted on the tank (12).
