PURPOSE:To obtain sure idle discharge timing without need of the use of a special timer interrupt by specifying the timing of idle discharge depending on a reception data speed of a picture and an actual reception data number. CONSTITUTION:A reception data number (d) in the unit of bytes per one second is set from a center reception data speed of a picture decided in a preceding protocol. Then A product between the reception data number (d) and a desired idle discharge cycle (second) is stored in a counter T. when the count of the counter T is discriminated and it does not reach 0, a demodulated compression coding picture data is read from a MODEM 104 and the count of the counter T is decremented by one with respect to one byte read of the compression coding picture data. Thus, sure timing is repeated for each prescribed time almost in response to the desired idle discharge cycle regardless of more or less error depending on the scanning time.
