A 7-(substituted hydrazino)-4-oxoquinoline-3-carboxylic acid derivative and salts and esters thereof, used as an antibacterial agent, represented by general formula (I), wherein R1 represents a C1 to C4 alkyl group, a C3 to C6 alicyclic hydrocarbon group, or a phenyl group optionally substituted by halogen atom(s); X represents CH, CF or N; and N- represents a morpholino group or a 1-piperazinyl group optionally substituted by C1 to C4 alkyl group(s), provided that the case where R1 is ethyl and X is CH is excluded.
