PURPOSE:To omit the input of an instruction to a center for transfer of data and also to quickly attain the transfer of data after recovery of the communication circuit and center faults by providing a data collecting part, a data totalizing part, and a data transfer part into a decentralized processor. CONSTITUTION:A data collecting part 1a inputs data through the terminal equipments 2 and 3 and processes these data to store them in an input data store file 4a. A data totalizing part 1b totalizes the data stored in the file 4a with an instruction received from a console device 5 to output these totalized data via an output device 6 and also to additionally store them in a transfer data store file 4b. At the same time, a transfer part 1c transfers the data stored in a transfer data store file 4b to a center 8 via a communication circuit 7 in a prescribed cycle. When this data transfer is through in a normal state, the data are deleted out of the file 4b. Thus, the input of an instruction is omitted for the transfer of data to the center 8 and furthermore the data is quickly transferred when the communication circuit and center faults are recovered.
