Triethylenediamine can be obtained by contacting an aqueous solution containing 5 to 50 wt.% of a N-hydroxyethyl piperazine having the formula: <CHEM> wherein R is CH2CH2OH or hydrogen, with a titania-supported tungstopyrophosphate catalyst cyclization catalyst, preferably comprising 0.01 to 10 wt% of phosphorus and 0.1 to 30 wt% of tungsten, at a temperature of 250 to 400 DEG C.
