PURPOSE:To satisfy a communication request up to a maximum with respect to momentary concentration of communication to one line while reducing the communication capacity for connectionless communication to a required minimum by hierarchically processing the connectionless mode communication in a communication network. CONSTITUTION:A connectionless processing device is provided with subscriber connection processing devices 4-1 as subscriber devices for communication to connectionless terminal equipment 3 and repeating connectionless processing devices 4-2 as repeating installations for relay of communication between subscriber devices in the communication network independently of each other. That is, connectionless processing devices are made hierarchical to set a bus connectionless mode communication. Thus, the communication capacity for connectionless mode communication prepared in the network is reduced to a required minimum, and the communication request is satisfied up to a maximum even with respect to momentary concentration of communication to one line.
