System for the preferential sequential operation of a gate valve/flap valve allowing a safety flap valve and a gate valve to be operated from a single control device fixed to the gate valve for the bottom of a tank. Through a rotation of the handwheel (7) into a first position, the flap valve (32) is opened then, by continuing to turn the handwheel (7) into a second position, the gate valve (28) is opened. The fluid flows out. In the event of an emergency, slight pressure on the handwheel (7) allows immediate closure of the flap valve (32). The device which forms the subject of the invention may be used for letting the fluid out of the bottoms of tanks, tank wagons, trailers and semi-trailers. <IMAGE>
