PURPOSE:To prevent the trace of an electrostatic charging roller and an electrostatic charging noise from occurring by setting a gap where an electrostatic charging member approaches to a body to be electrostatically charged at a specified value. CONSTITUTION:The electrostatic charging member 2 on which voltage is impressed is allowed to approach to the body to be electrostatically charged 1 with the gap of 5-300mum in a non-contact state, and electrostatic charging is performed. Thus, the surface of the body to be electrostatically charged is uniformly electrostatically charged at a specified potential and in a specified polarity in the same way as contact electrostatic charging. Then, the trace of the electrostatic charging roller and the electrostatic charging noise are prevented from occurring in the body to be electrostatically charged.
