PURPOSE:To operate a power system stably upon completion of interrupting operation by judging deviation of power flow value and voltage value at each point in the power system upon throw-in or interrupting operation of an objective circuit breaker. CONSTITUTION:An arithmetic means 1 reads out operational data 1 of a power receiving and distributing system at a time point of an operation request 4 and thus read out data are fed, together with the status change of a requested circuit breaker, to a system model. The arithmetic means 1 mathematically calculates power flow values and voltage values at respective points in the system upon throw-in or interrupting operation of the requested circuit breaker. A safety operation judging means 2 judges whether the power flow value exceeds over the rated value of system composition machines or not and further judges whether the voltage value deviates from the allowable variation range of supply voltage to a load or not. When one of the judgment result is affirmative, an alarm/interlock means 3 interlocks throw-in or interrupting operation output 6 of the objective circuit breaker and provides an alarm notifying an improper operation. |
