PURPOSE:To minimize the effect of a fault of a mobile communication control station and to distribute concentrated loads by adopting network configuration so that a radio base station comes under the jurisdiction of plural mobile communication control stations. CONSTITUTION:The network configuration of one versus plural stations is adopted such as one radio base station 12 comes under the jurisdiction of plural mobile communication control stations 10, 11 and the radio base station 12 uses a control panel for communication line to grasp the operating state of communication lines 15, 16 opposite to the mobile communication control stations 10, 11 and the state of the mobile communication control stations 10, 11 and mobile communication control lines 13, 14. The radio base station 12 selects the communication lines 15, 16 for the mobile communication control stations 10, 11 depending on the state. Thus, the effect of load distribution of the mobile communication control stations 10, 11 and of a fault of the mobile communication control stations 10, 11 onto the radio base station 12 is minimized. |
