PURPOSE:To attain the proper distribution of system resources by updating the number of buffers in its storage means to the larger one of the number of used buffers if the number of used buffers is larger than the number of buffers in a buffer used quantity storage means. CONSTITUTION:A buffer allocating means 7 secures the activated and idle buffers and releases the used buffers out of a group of buffer application programs. Then the means 7 updates the number of buffers in a buffer number storage means 8 to the larger one of the number of used buffers if the number of used buffers based on the result of securing and releasing is larger than the number of buffers in the storage means 8. Simultaneously, a used buffer number writing means 9 adds a fixed value to the number of buffers in the buffer used quantity storage means 8 and writes them in a buffer number store file 2 after the operation of a computer system. Thus, the buffer using condition of the precedent operation can be reflected on the next operation without increas ing the load of a system controller.
