PURPOSE:To shorten the transfer time, and also, to improve the versatility of the system constitution the system so that a two-port memory can be operated by any of a ROM or a RAM. CONSTITUTION:A memory mode setting part 4 informs whether a two-port memory 3 is a RAM or a ROM to a main central processor equipment 11 and a sub-central processor equipment 21. When a power source of a multi-controller is turned on, when a notice from this memory mode setting part 4 is a RAM mode, a control program for a sub-controller 2 contained in a main local memory 12 is transferred to the two-port memory 3, and thereafter, when a communication from the memory mode setting part 4 is a ROM mode, a transfer completion flag is set immediately, and after this transfer completion flag is set, the contents of the two-port memory 3 are transferred to a sub-local memory 22. In such a way, the transfer time is shortened and an efficient operation is executed, and the system constitution having versatility as a controller obtained.
