<p>PURPOSE:To issue a certificate with a prescribed recording format in a short period by reading a picture for applying a driving license by one time of read scanning, printing and outputting the license while executing a picture processing for each area. CONSTITUTION:The processor is provided with a picture reading means 104 to read the picture mixing the respective areas for a color picture, monochromatic picture and character picture as the object of character recognition and to output a picture signal, an area dividing means 101 to divide the picture signal, which is outputted from the picture reading means 104, for each area, picture processing means 106-108 to process the divided picture signals of the respective areas so as to be suitable for the prescribed recording format. Therefore, all information to be printed onto the certificate such as the picture signal obtained by reading a figure picture on the application, for example, is totally and simultaneously processed. Thus, the time necessary for issuing the certificate is shortened.</p> |
