PURPOSE:To attain the input up to an allowable value by informing permissible value information representing enable processing of information sent from each terminal equipment by an exchange to each terminal equipment and enabling each terminal equipment to send the information representing not in excess of the permissible value information and enabling dynamic fluctuation of transmission information quantity to the exchange. CONSTITUTION:Permissible value information representing enable processing of information sent from each terminal equipment 3 is informed by an exchange 1 and the information not in excess of the permissible information by each terminal equipment 3 enabling the transmission information quantity dynamically is sent to the exchange 1. The decentralized traffic control is implemented even in a terminal equipment 3 accommodated therein not only in the exchange 1 to attain the input up to the allowable value.
