Fabric carrier for seeds has a binder to encapsulate the seeds, at least partially wet, and hold them to one of the fabric surfaces. Pref. the binder is reinforced by the fabric, and is a skin or in flakes, of a water-soluble material. Fertilisers and/or sand are included in the binder. Binder is applied to the fabric and the seeds are scattered over it before it hardens.
