PURPOSE: To improve the resolution or display by providing a means which compares a means indicating the difference between partial attributes or display picture elements with a threshold, a means which assigns values of attributes, and a means where they are stored and changing a picture element characteristic in a picture element period in accordance with attributes. CONSTITUTION: A difference signal obtained by algebraically combining left and right color components RL and RR, which indicate intensities of red color components of corresponding parts of a picture element, in an adder 12 is sent to a threshold detector 14. If the value of the signal (e) is smaller than a predeterminate value, a threshold signal sent to a processor/encoder 16 is set to the unsigned state, and components RL and RR are averaged, and the result is stored in a red position of a video buffer 18 as an average red signal. If it is equal to or larger than the threshold, signals are set to the signed state and are stored in the buffer 18 together with a flag/shift code as corrected signals R'L and R'R by an encoder 16.
