PURPOSE:To send additional information without increasing a data quantity and to improve the transmission efficiency by utilizing the correlation of picture signals between blocks or in a block. CONSTITUTION:A block divider 103 divides a picture signal inputted from a terminal 102 into a block comprising 4 picture elements in the horizontal direction and 4 picture elements in the vertical direction and outputs a picture element data for each block. A video signal split into each block is given to a data rearrangement device 104, in which the data in the block is rearranged for each block. Four kinds of patterns of data rearrangement exist to execute the rearrangement of the pattern selected by additional information (2 bits) from the terminal 102. Thus, the additional information is sent without increasing the data quantity and the transmission efficiency is improved. |
