PURPOSE:To improve both picture quality and movement by using various control signals generated from a movement compensation discriminator in addition to generated information quantity of a variable length coder so as to generate a quantization parameter and movement compensation discrimination parameter thereby controlling the operation of an adaptive coder and a movement compensation discrimination device. CONSTITUTION:A coding controller 18 receives not only a generated information quantity 35 from a variable length coder 12 but also a filter on/off signal 25 from a movement compensation discrimination device 17, an in-frame/inter-frame signal 26, a moving vector 27 and a block difference signal 38 and generates a quantization parameter 30 to an adaptive coder 10, a pre-filter parameter 36 and a movement compensation discrimination parameter 37. Then the pre- filter parameter 36 and the movement compensation discrimination parameter 37 are used to control the operation of the pre-filter 16 or the movement compensation discriminator 17. Thus, both the movement and picture quality are improved. |
