PURPOSE:To relieve the load of a radio base station and a radio line control station at channel changeover by selecting a closest radio base station to a mobile equipment. CONSTITUTION:When a mobile equipment 3 approaches a border of zones, a sequential transmission wave at a frequency used at present by the mobile equipment 3 modulated by a signal sent sequentially being a signal reported at all times from radio base stations 1, 2 in at least two radio zones in which the mobile equipment 3 is expected to be resident or approached is sent. Then identification information of the radio base stations 1, 2 sending the sequential transmission wave received by the mobile equipment 3 at the strongest electric field in those of the sequentially sent transmission wave is sent from the mobile equipment 3. Then the radio base station 1 receiving the sent identification information decides the channel switching destination. Thus, the load of the radio base station 1 and a radio line control station 9 at channel switching is relieved.
