PURPOSE:To encode an information signal and to efficiently store the signal in a packet by canceling difference between the number of bits in a code, which is formed by encoding a band signal, and the number of bits to be determined corresponding to the power of the band signal with the number of bits for encoding the other band signal. CONSTITUTION:When the number of bits in the code, which is formed by encoding the band signal, is larger than the number of bits corresponding to the power of the band signal, this difference is complemented by being subtracted from the number of bits for encoding the other band signal. When the number of bits in the formed code is smaller than the number of bits corresponding to the power of the band signal, this difference is added to the number of bits for encoding the other band signal. Namely, the difference namely the excess and lack are canceled with the number of bits for encoding the other band signal. Thus, the information signal can be encoded and efficiently stored in the packet. |
