PURPOSE:To obtain a system having high serviceability by maintaining the continuity of a call even when forced interruption is executed against a caller's will by switching a zone in accordance with a call quality. CONSTITUTION:In the case one of plural portable telephone sets PTEL is moving and the call quality to a fixed radio station FRS being in the course of communication is degradated to below a prescribed value determined in advance, communication is started by setting a speech path to other FRS being in the vicinity of the FRS in the course of communication. In the case the call quality at the time of starting this communication cannot be maintained above the prescribed value determined in advance, traffic to the FRS is held tentatively for a while and communication is executed to a PTEL during this time by setting a call path to other FRS.
