<p>PURPOSE:To uniformize production code quantity by increasing the production code quantity more than the case with a comparatively small prediction error signal when the prediction error signal is comparatively large even when a moving picture signal with small movement is inputted resulting in decreasing the code quantity of the coded signal. CONSTITUTION:When the code quantity generated in the past is comparatively less and a prediction error signal 403 from a subtractor 42 is comparatively less, a coding parameter 410a of a coder 43 is set larger so as to reduce the generated code quantity similarly as a conventional example (solid lines). On the other hand, when the prediction error signal 403 is comparatively large, the coding parameter 410a is set so that the generated code quantity is larger than the case when the prediction error signal 403 is comparatively small as shown in broken lines. Thus, even when noise is invaded while the movement is less or at the start of the movement of a picture, the produced code quantity is controlled to be uniform.</p> |
