PURPOSE: To save the total quantity of required memory by allocating a default cell buffer to a virtual line formed on each node and setting up the cell buffer of the virtual line to a size less than minimum buffer instructed by any one of nodes. CONSTITUTION: A table COUNT-TABLE 304 is prepared to store buffer distribution to respective virtual lines and the use of the buffers.
