PURPOSE:To minimize the quantity of codes of a predicted error by converting a picture element for each small area into a frequency area, using the result as a conversion coefficient and detecting a position minimizing the total sum of differences of the conversion coefficients of each picture as a moving vector between pictures. CONSTITUTION:Picture elements of current picture and preceding picture split into small area of M picture elements X N lines respectively by small area dividers 11a, 11b by using converters 12a, 12b are converted into a frequency area and converted into a conversion coefficient of the frequency component. Then a moving vector calculator 13 calculates the difference of the conversion coefficient of the frequency component of the current picture and preceding picture and calculates a position minimizing the total sum of the differences as a moving vector, and a moving compensation picture generator 14 generates the moving compensation picture of the current picture. Thus, when a prediction error is detected by the moving vector and the current picture, the code quantity of the prediction error is minimized and a prescribed frequency component is extracted as the conversion coefficient to reduce the calculation time. |
