PURPOSE:To provide the subject film simultaneously highly satisfied with a running property and abrasion resistance and suitable for magnetic recording media, etc., by compounding double-layered polymer particles prepared by coating the surfaces of specific crosslinked polymer particles with a specified crosslinked polymer. CONSTITUTION:The objective film contains 0.01-4wt.% of double-layered polymer particles which are prepared by coating crosslinked polymer particles having a glass transition temperature of >=100 deg.C with a crosslinked polymer having a glass transition temperature of <100 deg.C and having an average particle diameter of 0.05-3mum and a radio (Dw/Dn) of <=1.3 between a weight-average particle (Dw) and a number-average particle diameter (Dn).
