<p>PURPOSE:To effectively use a line by prohibiting the delivery of data at a transmission side in inter-frame invalidity. CONSTITUTION:At the transmission side, the inter-frame invalidity when image data is encoded is detected with an inter-frame invalidity detecting means 5, and the number of times of the inter-frame invalidity detected with the inter- frame invalidity detecting means 5 is counted with an inter-frame invalidity number of times counter means 6. When the number of times of the inter-frame invalidity detected with the inter-frame invalidity number of times counter means 6 exceeds a prescribed value, the delivery of image encoded data from an ATM interface part 4 is prohibited by the function of an image encode data delivery prohibiting means 7. At a reception side, when the deletion of a cell is detected with a deletion detecting means 10, a decoder means 9 reads out the data in a preceding frame from a storage means 8, and decodes it.</p> |
