CONSTITUTION: The leaf blades and the petioles are supplied in the form of the entire leaf to a pulverizing device, for example, a cross beater pulverizing machine, by which the desired tobacco leaves pulverized to a particle ratio of 50 to 65% remaining on preferably a sieve of 1.4mm×1.4mm are obtd.
