PURPOSE:To integrate charge and discharge currents, and to detect the quantities of charge and discharge accurately by installing a third comparator using an output from one of two comparators as an input and connecting an output from the third comparator to the charge and discharge discriminating terminal of a micro-computer. CONSTITUTION:Since an output from a second comparator 14 is at L on charging, an output from a third comparator 15 is at H, and pulses applied to the charge and discharge discriminating terminal (4) of a micro-computer 8 are counted up and the quantity of charge is displayed. When currents are made to flow through load from a battery 3, on the other hand, an H signal is generated on the terminal (2) side in a Hall element 6 because magnetic flux generated in an inductor 4 is directed in the direction opposite to the time of charging. Accordingly, the output from the second comparator 14 is at H, the output from the third comparator 15 is at L, and the micro-computer 8 counts down pulses input from a count terminal (3).
