BLOCK DISTORTION ELIMINATION FILTER

PURPOSE:To keep a detailed reproduction picture and to eliminate up to a minute block distortion by using picture elements on a block border as noted picture elements and replacing picture elements on the block border with the internal division from a smoothed value with respect to adjacent picture elements. CONSTITUTION:A coding circuit 2 of a moving picture processing unit codes an original picture 1 in the unit of blocks, a decoding circuit 3 decodes the coded signal, a block distortion filter 4 eliminates inter-block distortion to reproduce a decoded picture 5. The block distortion filter 4 replaces the noted picture elements on the block border into an estimate resulting from internally dividing a smoothed value from adjacent picture elements and the noted picture elements with a prescribed internal division ratio to correct the picture elements on the block border thereby preventing the discontinuity between the blocks. Thus, the block distortion is completely eliminated without losing the detail of the picture.
