PURPOSE:To improve the clarity and naturalness of voice by collecting the activity ratio of an exchange equipment and a transmission equipment and automatically altering a threshold in accordance with the collected activity ratio. CONSTITUTION:A voice signal from a transmitter 1 is made into a digital signal by a sound encoder/decoder 3 and is transferred to a packet switchboard 4. The digitalized voice signal is compared with the threshold in a threshold storage means 42 in the silence judging means 41 of the packet switchboard 4. When a voice power level is lower than the threshold, a voice packet stop instruction is issued to a voice packet assembling/decomposing means 45. A collecting means 44 always collects the activity ratio of an intra-equipment memory buffer CPU of the exchange equipment and the transmission device, etc., and a threshold deciding/alterating means 43 decides the threshold based on respective activity ratios, whereby the content of the threshold storage means 42 is altered. |
