PURPOSE:To simplify a procedure and to suppress the request of retransmission to a minimum by ensuring a packet which is lost by means of the supervisory of the order number of a packet level header in packet level layers. CONSTITUTION:When the packet level layers 9a and 9b supervise the continuity of the order number in the packet level header P and detect the omission of the packet, they request the retransmission of the omitted data packet to an opposite party. Then, received data packets 6a and 6b are analyzed into data 4a and 4b. On the other hand, link level layers 10a and 10b convert the data into a UI frame 11, transmit it to a transmission line 2 and the UI frame received from the transmission line 2 is converted into the data packets 6a and 6b.
