A machine for the continuous applying of a liquid to the surface of a strip of material has a rotating cylindrical sieve (2) with a device (3) for filling the openings in the sieve from both the outside and inside of the sieve. The sieve rotates around a fixed cylinder (12) to which a chamber (14) is attached. This chamber (14) is aligned with an external chamber (6). The external chamber is connected to a pipe (11) through which the liquid is supplied and the internal chamber (14) is connected to a pipe (15) through which excess liquid is removed.
