A catalyst for decomposing ammonia to be used in a process for decomposing ammonia recovered from a coke oven gas into hydrogen and nitrogen by a combination of an ammonia-catalyzed combustion process and a catalytic decomposition process utilizing the waste heat of the combustion process is disclosed. The catalyst is prepared by adding a basic compound to ruthenium supported on an alumina carrier or by carrying ruthenium on a carrier of a basic compound. This catalyst enables ammonia to be effectively decomposed at temperatures as low as 500 DEG C or below.
