PURPOSE: To establish a time axis reference change effect by conducting an accurate repositioning and control of an exchanging device relative to a tape recording and the track along the reproducing device tape. CONSTITUTION: A scanning drum 10 has a video exchange head 20 supported by a rotating drum part 12. The drum 10 is provided on a longitudinally long moveable support element 22 mounted on one part of a cantilever type supporter 24 fixed on the upper drum part 12. The amount of the movement and the direction of the element 22 are the function of the electric signals applied. The deflectable element 22 responds to the applied electric field signals, the conversion head is bended and displaced so that the head is supported along the path which crosses the recording track direction. Thus, the time axis reference change effect is established without deteriorating the quality of the signals reproduced from the recording medium.
